When ever you are dialing (to call someone) and change the edit mode, the changes will be applied to this setting.

DESCRIPTION
Preferred or default editing mode for typing in phone numbers/addresses unless the user changes it by dialing a different type of phone number.
If set to read only the edit mode cannot be changed anymore.
Since 8.9.3 default edit-mode is always set to numbers when entering dial-screen. You can block url dialing if you want only numbers and no ability to dial characters.
